Dr. Twinkal Dogra has joined SGT University, Gurugram as an Assistant Professor in the Department of Liberal Studies & Social Science, Faculty of Humanities, Social Sciences & Liberal Arts. She holds a Ph.D. in Public Administration from Panjab University, Chandigarh, where her doctoral research focused on Tourism Development and Administration.

Previously, Dr. Dogra served at the Lal Bahadur Shastri National Academy of Administration (LBSNAA), Mussoorie, contributing to the training of IAS, IPS, IFS, and other Central Services officer trainees. She has also worked as faculty at Panjab University and Manav Rachna International Institute of Research and Studies (MRIIRS), Faridabad.
Her teaching and research interests include public administration, public policy, governance, tourism studies, gender, digital governance, and sustainable development. She has authored a book and published widely in Scopus, WoS, and UGC CARE-listed journals. She has also led a research project on the role of Mahila Thanas in addressing crimes against women.
Dr. Dogra is also a Citizens for Public Leadership (CPL) Fellow (2025) and has presented her work at multiple national and international conferences, including in China and India. She continues to contribute actively to academia, policy research, and student mentorship.
